KTLA is reporting that the City Council in Garden Grove, California, passed a new law banning "waitresses" at "coffee shops" from being practically naked. Also, the coffee houses will no longer be able to black-out tint their windows. Shame. In addition to see though bikini clad girls, these shops also allegedly serve up illegal gambling.
