Yes, my friend, yes it can. According to the  Buffalo News the on again, off-again Buffalo Waterfront Development project is on again. Although the vision isn't as grand as the Bass Pro (which we knew would never happen anyway), a smaller, more agile plan should help the waterfront rise from the ashes.
